Job Summary
This position is in the Office of Cable Television, Film, Music and Entertainment, Operations Division. The Office of Cable Television, Film, Music, and Entertainment operates as the official Cable Television, Film, Music, and Entertainment agency of the District of Columbia government. OCTFME provides government and public interest programming for District residents and supports the sustainable creative economy, entertainment, and media industry in the District. OCTFME realizes its mission by (1) implementing, managing, and administering programs, initiatives, and services that support film, television, music, and the entertainment industry’s economic growth and employment in the District of Columbia; (2) regulating the District’s cable service providers by enforcing applicable federal and District cable television laws and regulations, including District Cable Franchise Agreements.
The primary purpose of this position is to be the initial human resource (HR) point of contact for the agency and be responsible for providing the full range of technical assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff in the management of human resource activities for the agency.
Duties And Responsibilities
Determines qualification requirements for all levels of jobs, including managerial, supervisory and nonsupervisory with non-specialized and specialized requirements. This determination is based on rules, regulations, and industry standards for a variety of positions. Writes consistent, coherent position vacancy announcements in collaboration with the manager, supervisor or other senior-level staff. Compares position descriptions with vacancy announcements, and in qualifying candidates for positions applied.
Creates, updates, and modifies agency position descriptions, in consultation with the agency’s managers and supervisors. Makes recommendations on the impact of proposals on career patterns and grade alignment, proposed position structure, position descriptions, and similar issues. Assists employees with understanding their benefit options, associated costs, and other considerations by providing them with materials, information, and analyses warranted by the situation.
Qualifications And Education
Specialized Experience: Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
