About the Job

Mirfa 2 Reverse Osmosis (M2 RO) Plant, uses RO technology to produce and supply up to 120 million imperial gallons,

equivalent to 550,000 cubic metres of potable water per day to EWEC under a 30-year O&M Agreement with Mirfa 2

RO Desalination Company.

The M2 RO Water Plant is located adjacent to the existing Mirfa 1 Plant located at the Mirfa Complex five kilometers

west of the town of Mirfa, about 100 kilometers southwest of the city of Abu Dhabi on the Arabian Gulf coast in UAE.

The expected date for starting commercial operations of the plant is November 2025.

The processes stages that make up the plant are : Sea water intake Dissolved Air Flotation (DAF) Dual Media

Pressure Filtration (DMPF) Cartridge Filtration (CF) Reverse osmosis Racks (RO); Chemical Treatment;

Limestone filtration Potable water storage/network Sludge treatment Utilities or auxiliary equipment

Mirfa 2 Staff are expected to reside within the Mirfa city premises to ensure timely response to plant emergencies

and callouts. Exceptions to reside in Abu Dhabi / Ruwais / Zayed City, may be considered by plant management.


JOB PURPOSE;

The Financial Controller is responsible for leading and overseeing all financial management activities of Mirfa 2 RO

Water Operations & Maintenance Company. The role ensures accurate financial reporting, statutory compliance,

effective internal controls, and strong financial planning to support operational excellence.

The Financial Controller acts as the primary financial authority of the Company, advising management on financial

performance, risks, and strategic decisions, while ensuring alignment with corporate governance standards,

contractual obligations, and UAE regulatory requirements.


SCOPE OF THE JOB;

These responsibilities represent the minimum expectations for the role; additional duties may be assigned as needed.


During Mobilization Period and prior to plant commercial operation date (PCOD,

Mobilization Phase : Assist in company formation, initial procurement, setting up processes, ERP system implementation and other departmental setup support as needed from time to time by CFO and PGM.


During O&M Period / post COD of plant;

Managing all day-to-fay finance matters including;

Processing of invoices, payments

Getting approval for all invoices and payments.

ensuring proper documentation of the transaction and archiving

Handling petty cash (national / foreign currency).

Preparing bank reconciliations.

Credit card account settlement

Raising of inter-company debit notes quarterly

Issue Weekly Cash Position

Identify cash usage requirements and place deposits accordingly

Assist in preparing Closing schedules

Make accrual and other Journal entries as assigned

Ensure strict compliance with internal policies and procedures.

Respect of the monthly internal calendar / deadlines.

Assist in the preparation of other deliverables upon request.

In charge of filing and maintaining bank activity files and all correspondence.

Preparation of VAT returns

Support in Annual audit


KEY ACCOUNTABILITIES;

Ensure adherence to safety, quality, and environmental management procedures within assigned areas to protect employee safety and meet legislative requirements.

Ensure complete understanding and adherence to safety procedures for both self and team, with zero tolerance for breaches.

Maintain a consistent frequency of safety and environmental inspections and timely reporting findings

Governance:

Ensure compliance with all applicable laws, directives, and project requirements.

Adhere to corporate policies, procedures, and internal controls.

Contribute to the continuous improvement and development of policies and procedures


Accounting and Reporting:

Perform day-to-day accounting of the company including sales, purchases, receipts, payments, petty

cash, and other transactions strictly adhering to the Company’s policies and procedures and tax laws.

Perform month-end accounting activities such as payrolls, reconciliations, and journal entries.

Ensure appropriate documentation of all accounting and other related administrative records of the Company

Monitor expenditures, analyze budget variances and report the same to management.

Timely and accurately prepare monthly financial reports and other accounting reports as requested by management

Ensuring compliance with the reporting requirements of shareholders

Respond to accounting inquiries by management in a timely fashion.

Prepare yearly financial statements complying with IFRS.

Assist in complying with the laws and regulations applicable to the Company

Coordinate with Mirfa 1 / MIPCO / MPower for operational synergies / processes

Financial Management & Reporting:

Lead all accounting operations, including general ledger, accounts payable/receivable, fixed assets, accruals, and reconciliations.

Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements in compliance with IFRS and UAE regulations.

Present financial performance reports and variance analyses to management and shareholders.

Coordinate external audits and ensure audit findings are addressed promptly


Budgeting, Forecasting & Analysis:

Develop and oversee the annual operating budget in collaboration with department heads.

Monitor actual vs budget performance, analyze variances, and recommend corrective actions.

Lead rolling forecasts and cash flow projections to ensure sustainable financial operations.

Provide financial models and scenario analysis to support decision-making.


Treasury & Cash Flow Management:

Manage liquidity, working capital, and banking relationships to ensure sufficient cash for operations.

Optimize payment cycles, receivables collection, and supplier terms.

Implement treasury policies for credit, and foreign exchange risk management


Outcome, Results and Key Performance Indicators:

Compliance with IFRS and Shareholders’ Accounting Policies

Production of timely and accurate managerial reports and statements.

Implementation and continuous improvements of management systems, policies and procedures (internal

control)

Compliance to policies and procedures, internal control and ethics

Business support

Positive attitude, working in autonomy, focus on results

Medical Exams before Taking the Position:

The selected candidate must undergo a medical examination, in accordance with company policy, as a prerequisite for employment.


QUALIFICATIONS, EXPERIENCE & SKILLS;

Knowledge and skills:

Good command of the English language with verbal and written communication skills

Must be flexible: willing to work long hours, weekends and be on call if required (periodically);

Arabic is an advantage

Foundation knowledge in accounting

Familiar with Internal Control principles

Process and system oriented

Strong interpersonal skills, good verbal and written communication.

Good practical knowledge of Microsoft Excel.

Eager to learn.

Team player

Able and willing to work efficiently in a global, culturally diverse and changing environment.


Experience:

Minimum 5 years of experience in finance, accounting and/or controlling, in an equivalent position in an Audit Firm and/or multinational company


Qualifications:

Minimum of Diploma in economics, accounting, finance, business administration or Certified Accounting Technician (CAT) from Association of Chartered Certified Accounts UK.
