The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.
CBUAE is currently looking to hire a highly motivated, quick to adapt and committed professional in our Banking Supervision Department.
Core Responsibilities
Conduct desktop analysis of data submitted by Licensed Financial Institutions (LFIs), assess the performance of regulated financial institutions, their compliance with established regulations and major risks areas
Analyse data using departmental tools, such as examination manuals, programmes and procedures to identify areas of concern. Review the quality, accuracy, and validity of data and documentation submitted by LFIs for examination purposes.
Draft examination findings and reports according to prescribed methodologies, providing final recommendations and highlighting areas of concern. Ensure consistency across examinations.
Provide initial recommendations for corrective actions or special examinations, as appropriate.
Draft comments for periodic reports including Dashboards and comprehensive analysis of risks faced by LFIs, how well they are being managed, and highlights of any non-compliance or deficiencies in adherence to the CBUAE legal framework, rules and instructions. Recommend corrective actions where necessary.
Assist in the follow-up of CBUAE recommendations and required corrective actions to ensure timely and satisfactory implementation by LFIs.
Follow up on issues identified through the supervisory process and ensure that examination and assessment outcomes are effectively communicated to LFIs.
Recommend appropriate sanctions in cases of non-adherence to, or non-compliance with CBUAE legal frameworks.
Participate in special examinations and ad-hoc reviews to investigate and follow-up on suspected vulnerabilities.
Contribute, as assigned, to the development of new policies, regulations, and rules for the Banking and Insurance Supervision Department and other relevant departments in CBUAE, such as AML/CFT and Consumer Protection.
Maintain up-to-date knowledge and understanding of LFI regulations and relevant practices from international regulatory and supervisory bodies.
Anticipate future developments in the LFI sector and propose improvements to existing regulations.
Performs any other duties as assigned, outside the scope as and when required.
Qualifications and Experience
Bachelor’s Degree in Banking/Finance or any other relevant discipline. Preference will be given to candidates holding CPA or ACCA qualifications.
Experience:
Minimum of 6 years of audit experience.
A strong professional background in regulation, supervision, banking, finance or economics at the graduate level is highly desirable. Candidates holding or pursuing relevant certifications such as CA, CFA, FRM or CPA would be a plus. The role demands the ability to critically analyse complex financial information and exercise sound judgement.
Strong technical knowledge in supervision and regulatory frameworks or specialised areas within financial institutions. Able to perform financial and peer analysis of LFIs, regulatory knowledge, risk-based examination/audit. Strong knowledge and skills in key areas of LFI risk, such as, credit, operational, compliance, and or treasury.
